NCC Warns Unapproved Phones, Devices Risk Network Restrictions

The Nigerian Communications Commission (NCC) has warned that mobile phones and other SIM-enabled devices that fail to meet regulatory approval and verification requirements could be restricted from accessing telecommunications networks in Nigeria.

In a notice dated October 19, 2026, the Commission said it was strengthening enforcement through an automated verification system to ensure that devices imported, distributed and sold in the country meet prescribed technical standards.

The notice, signed by the Director of Public Affairs, Nnenna Ukoha, reminded manufacturers, importers, distributors and retailers of their obligations under the Nigerian Communications Act 2003, the Type Approval Regulations 2024 and the Type Approval Business Rules 2024.

The NCC said all device models intended for importation, assembly or sale in Nigeria must obtain type approval, while manufacturers and suppliers must submit the International Mobile Equipment Identity (IMEI) information of individual devices for verification before distribution.

The IMEI is a unique identification number used to identify mobile devices on telecommunications networks. Type approval, meanwhile, confirms that a device model meets applicable regulatory standards.

The Commission directed dealers and retailers to verify that devices already in stock meet the requirements, while new imports must comply before entering the market.

It said the automated system would strengthen oversight, identify irregularities in device importation and distribution, and protect consumers from non-compliant products.

The NCC added that its collaboration with the Nigeria Customs Service would help reconcile import records, improve compliance with applicable customs duties and promote fair competition.

“Upon full implementation, devices that fail to meet the applicable requirements may be restricted from accessing Nigerian mobile telecommunications networks,” the Commission warned.

However, the regulator did not specify when the network restriction measures would take effect.

It urged affected businesses to seek compliance guidance through www.ncc.gov.ng/DeviceCheckerGuide or call 315 for assistance.
