Kaduna State Establishes Electricity Regulatory Commission

Governor Uba Sani has signed a landmark electricity law establishing the Kaduna State Electricity Regulatory Commission, a key step in the state’s efforts to improve power supply, attract investment, and accelerate economic growth.

In a statement signed by the Kaduna State Commissioner for Information and Culture, Malam Ahmed Maiyaki, the government said the new Kaduna State Electricity Law, 2026, forms part of a broader reform package designed to strengthen institutions and drive sustainable development across critical sectors.

The law creates the Kaduna State Electricity Regulatory Commission, which will oversee electricity generation, transmission, distribution, and supply within the state. It is also expected to open up opportunities for private-sector participation, renewable energy development, and improved access to electricity for residents and businesses.

Maiyaki noted that the electricity law was signed alongside the Kaduna State Agricultural Development Fund (KADFund) Law, 2025, and the Kaduna State Climate Change Advisory Board Law, 2026, which together provide a framework for reforms in the energy, agriculture, and environmental sectors.

Deputy Chief of Staff for Legal and Legislative Matters, Dr. Mustapha Musa, described the three laws as one of the most significant governance reform packages introduced by the administration.

According to him, the reforms are aimed at expanding energy access, boosting agricultural productivity, strengthening climate resilience, and promoting sustainable economic development through strong institutions.

The KADFund Law establishes a dedicated financing mechanism to support farmers, cooperatives, agribusinesses, and other agricultural value-chain actors through grants, soft loans, technical assistance, and investments in critical infrastructure.

Similarly, the Climate Change Advisory Board Law creates a state-level framework for climate action, environmental sustainability, climate finance mobilisation, and the integration of climate considerations into development planning.

Maiyaki said the reforms underscore Governor Uba Sani’s vision of building resilient institutions capable of driving inclusive growth, attracting investment, and creating opportunities for citizens.

He added that the new laws would strengthen food security, improve living standards, and position Kaduna as a model for innovation, sustainable development, and effective governance at the subnational level.
