Rewiring Nigeria: How Tinubu’s Digital Economy Reforms Are Building the Infrastructure of a Modern State

For decades, Nigeria’s economic aspirations have been constrained by familiar structural deficits: weak identity systems, inadequate digital infrastructure, and a workforce that has struggled to keep pace with the demands of an increasingly technology-driven global economy. While successive administrations recognised the importance of digital transformation, progress was often fragmented, with initiatives advancing in isolation rather than as part of a coherent national strategy.
Under President Bola Ahmed Tinubu, however, the architecture of Nigeria’s digital economy is being reshaped through a more integrated approach. Rather than viewing telecommunications, digital identity and technology skills as separate policy domains, the administration has sought to develop them as mutually reinforcing pillars of economic growth.
Four reforms, in particular, illustrate this shift: the completion of the National Identification Number (NIN)-SIM harmonisation exercise, the rapid expansion of the 3 Million Technical Talent (3MTT) programme, the recently signed NIMC Act, and policies that have catalysed more than $1 billion in new telecommunications investment. Individually, each addresses a longstanding challenge. Collectively, they are laying the foundation for a digital economy that is more secure, more inclusive and better positioned to compete globally.
The significance of these reforms extends well beyond technology. They influence national security, financial inclusion, public service delivery, employment, investment and productivity—areas that increasingly determine the competitiveness of modern economies.
Perhaps no reform has had a more far-reaching institutional impact than the completion of the NIN-SIM harmonisation exercise. For years, Nigeria’s telecommunications ecosystem was characterised by millions of anonymous or poorly verified mobile connections. While this facilitated rapid subscriber growth, it also created opportunities for fraud, cybercrime, kidnapping networks and other criminal enterprises that exploited weak identity verification systems.
The harmonisation programme fundamentally altered that landscape. With well over 120 million Nigerians enrolled into the National Identity Database and mobile lines now linked to verified identities, Nigeria has established what economists increasingly describe as digital public infrastructure—a trusted identity layer upon which both public and private digital services can operate.
What does this mean for ordinary Nigerians? The benefits are practical and immediate. A verified digital identity simplifies access to banking services, mobile money, government interventions, student loans, pensions, agricultural support programmes and numerous digital platforms that previously required repetitive identity verification. It also significantly reduces exposure to SIM-related fraud, identity theft and account compromise.
Governments around the world increasingly depend on reliable identity systems to eliminate duplicate beneficiaries, reduce leakages in public spending and improve the targeting of social welfare programmes. Nigeria’s strengthened identity infrastructure offers similar possibilities by improving the integrity of government databases and enabling more efficient coordination across agencies responsible for taxation, immigration, security and social protection.
Perhaps most importantly, verified identities make it substantially more difficult for criminal actors to exploit anonymous communications channels. Security agencies now possess stronger tools for tracing communications linked to kidnapping, terrorism financing, organised crime and cyber fraud.
Infrastructure alone cannot sustain a digital economy without a workforce capable of building, maintaining and innovating upon it. Recognising this, the Tinubu administration launched one of Africa’s most ambitious digital skills initiatives through the 3 Million Technical Talent (3MTT) programme.
Its objective is straightforward but strategically significant: equip Nigerians with globally competitive skills in software engineering, artificial intelligence, cybersecurity, cloud computing, product design, data science and other high-demand disciplines. The programme has already trained well over 135,000 fellows across multiple cohorts, while attracting more than 1.8 million applications, reflecting both the enormous demand for digital skills and the scale of Nigeria’s youthful talent pool.
Importantly, the initiative has not operated in isolation. Partnerships with technology companies including Google, Microsoft, MTN, Airtel and IHS, alongside development partners, have expanded access to devices, mentorship, funding opportunities and employment pathways.
It creates access to employment opportunities that increasingly transcend national borders. Software developers, cybersecurity specialists and cloud engineers trained in Nigeria can now compete in international labour markets while remaining resident within the country, generating foreign income without physical migration.
Others leverage these skills to establish technology startups, freelance businesses or digital consultancies serving local enterprises undergoing digital transformation. This is a significant shift in Nigeria’s labour market dynamics. Rather than relying exclusively on traditional sectors to absorb growing numbers of graduates, digital skills create alternative pathways into higher-productivity employment while positioning Nigeria as a potential exporter of technical expertise.
Then there is also connectivity. It is abundantly clear that no digital economy can flourish without reliable connectivity. Recognising this reality, recent policy measures driven particularly by the Nigerian Communications Commission have encouraged renewed investment across Nigeria’s telecommunications sector, with operators committing more than $1 billion towards network expansion, fibre deployment, tower infrastructure and next-generation mobile technologies.
These investments comes at a critical moment. As digital commerce, online education, financial technology and remote work become increasingly central to economic activity, network quality has become an economic competitiveness issue. Expanded investment translates directly into stronger network performance, faster internet speeds, improved call quality and broader coverage, particularly in previously underserved communities.
For citizens, this means more reliable access to education platforms, telemedicine services, digital financial products, government portals and online commerce. For businesses, improved connectivity lowers transaction costs, enhances productivity and enables participation in increasingly digital supply chains. The broader economic implications are equally significant.
Telecommunications already contributes roughly 14 percent to Nigeria’s Gross Domestic Product, making it one of the country’s largest non-oil sectors. Continued investment strengthens not only the sector itself but also every industry that depends upon digital connectivity—from manufacturing and logistics to financial services and agriculture. Reliable digital infrastructure has become what roads, railways and ports represented in earlier phases of economic development: essential public infrastructure that enables broader economic activity.
The true significance of these reforms lies not in their individual achievements but in the way they reinforce one another. A trusted identity system enables safer digital financial services. Reliable telecommunications infrastructure ensures those services remain accessible. A digitally skilled workforce develops the applications, platforms and innovations that citizens and businesses ultimately use. Each reform amplifies the effectiveness of the others.
Together, they create conditions for deeper financial inclusion, more efficient government service delivery, stronger cybersecurity, increased investor confidence and greater formalisation of economic activity.
This integrated approach reflects an increasingly accepted global understanding that digital transformation is not simply about deploying technology. It requires simultaneously strengthening institutions, infrastructure and human capital. Countries that have successfully leveraged digital technologies for economic growth—from Estonia to Singapore and increasingly India—have done so by treating these elements as interconnected rather than independent policy objectives.
Nigeria is moving in that direction.
The success of these reforms will ultimately be measured not by policy announcements but by sustained implementation. Digital infrastructure must continue expanding into underserved rural communities. Graduates of the 3MTT programme will require stronger private-sector absorption and entrepreneurial support. Identity systems must remain secure, trusted and continuously updated.
Equally important are complementary reforms beyond the digital sector itself.
The Tinubu administration’s reforms to achieve reliable electricity, improved ease of doing business, regulatory certainty and macroeconomic stability would remain essential for these investments to generate their full economic returns.
Nigeria’s digital economy is gradually evolving from a collection of isolated initiatives into a more coherent national ecosystem—one in which identity, infrastructure and talent reinforce one another to create broader economic opportunity.
In the twenty-first century, nations increasingly compete not only through natural resources or industrial capacity, but through the quality of their digital institutions. By strengthening identity systems, investing in human capital and expanding telecommunications infrastructure simultaneously, the Tinubu administration is attempting to ensure that Nigeria competes on those terms—and that the benefits of a connected economy reach far beyond the technology sector itself.
