CAF Sanctions Senegal, Morocco and Players Over AFCON 2025 Final Incidents

The Confédération Africaine de Football (CAF) has handed down a raft of sanctions against the Fédération Sénégalaise de Football (FSF), the Fédération Royale Marocaine de Football (FRMF), as well as several players and officials, following disciplinary breaches during the TotalEnergies CAF Africa Cup of Nations (AFCON) Morocco 2025 final.
In a statement issued after deliberations, CAF said its Disciplinary Board found that incidents during the final violated provisions of the CAF Disciplinary Code, particularly the principles of fair play, loyalty and integrity, and brought the game into disrepute.
Sanctions Against Senegal and Its Officials
CAF imposed multiple sanctions on Senegal’s football federation and members of the national team.
The Head Coach of the Senegalese National Team, Mr Pape Bouna Thiaw, was suspended for five official CAF matches for unsporting conduct. CAF said his actions violated principles of fair play and integrity and brought the game into disrepute. He was also fined USD 100,000.
Two Senegalese players were also punished for their conduct towards match officials. Mr Iliman Cheikh Baroy Ndiaye was suspended for two official CAF matches for unsporting behaviour towards the referee, while Mr Ismaila Sarr received a similar two-match suspension for the same offence.
The FSF itself was fined a total of USD 615,000. This includes a USD 300,000 fine for the improper conduct of Senegalese supporters, which CAF said brought the game into disrepute, and another USD 300,000 fine for the unsporting conduct of the team’s players and technical staff, which violated CAF’s principles of fair play, loyalty and integrity. In addition, the FSF was fined USD 15,000 for team misconduct after five Senegalese players received cautions during the match.
Sanctions Against Morocco and Its Players
CAF also sanctioned the Moroccan football federation and two of its national team players.
Moroccan defender Mr Achraf Hakimi was suspended for two official CAF matches for unsporting behaviour, although one of the matches was suspended for a period of one year from the date of the decision.
Midfielder Mr Ismaël Saibari was handed a three-match suspension for unsporting behaviour and was also fined USD 100,000.
The FRMF was fined USD 200,000 for the inappropriate behaviour of the stadium’s ball boys during the final. CAF also imposed a USD 100,000 fine on the Moroccan federation for the improper conduct of national team players and technical staff, who invaded the Video Assistant Referee (VAR) review area and obstructed the referee’s work. CAF said this conduct violated Articles 82 and 83 of its Disciplinary Code, which relate to fair play and integrity.
In addition, the FRMF was fined USD 15,000 for the use of lasers by Moroccan supporters during the match.
Moroccan Protest Rejected
CAF also ruled on a protest lodged by the FRMF concerning alleged violations by the FSF of Articles 82 and 84 of the Regulations of the Africa Cup of Nations.
The Disciplinary Board rejected the protest, dismissing Morocco’s claims of regulatory breaches by the Senegalese federation in relation to the AFCON 2025 final.
CAF said the decisions underscore its commitment to upholding discipline, integrity and respect for match officials at all its competitions.
