NGF Backs State Police, Solar Super-Grid and AGROW Programme

The Nigeria Governors’ Forum (NGF) has reaffirmed its support for the establishment of State Police, insisting that the proposed security architecture must be backed by a constitutional framework that protects citizens’ rights and reflects the principles of federalism.

The governors also endorsed the proposed National Solar Super-Grid (NSSG) Initiative and the Nigeria Sustainable Agricultural Value-Chains for Growth (AGROW) Programme as part of efforts to improve electricity access, strengthen food security and drive economic growth.

The resolutions were contained in a communiqué issued after the Forum’s second meeting of 2026, held on Wednesday in Abuja. The communiqué was signed by the NGF Chairman and Governor of Kwara State, AbdulRahman AbdulRazaq.

State Police Framework

The Forum received a presentation from the NGF Secretariat and a delegation of state Attorneys-General on ongoing efforts to establish State Police in Nigeria.

Governors noted that consultations were underway to review the proposed constitutional amendments and operational framework for the initiative.

They stressed that any State Police arrangement must be constitutionally sound, aligned with the principles of federalism and protective of citizens’ rights. The Forum expressed confidence that the consultations would strengthen the states’ collective position on the proposal.

Power Sector Reforms

The Forum also considered a presentation on the proposed National Solar Super-Grid Initiative. The project aims to expand electricity access through large-scale decentralised solar generation integrated with a national high-voltage transmission network.

Governors said the initiative has the potential to support industrialisation, improve energy security, strengthen state electricity markets and accelerate economic growth.

They reaffirmed their commitment to ongoing power sector reforms and pledged to continue working with relevant stakeholders to expand access to reliable and affordable electricity for Nigerians.

Nutrition, Agriculture and Food Security

The Forum also received a presentation from the Federal Ministry of Budget and Economic Planning on progress under the National Nutrition 774 (N-774) Initiative.

Governors reaffirmed their commitment to improving nutrition outcomes and reducing child malnutrition across the country.

They also noted ongoing work on the National Nutrition Bill and called for continued engagement with stakeholders to strengthen Nigeria’s legal and policy framework for nutrition governance.

The governors were further briefed by the World Bank Country Office on the proposed Country Partnership Framework (CPF) for Nigeria covering the 2026–2032 fiscal period and the Nigeria Sustainable Agricultural Value-Chains for Growth (AGROW) Programme.

The AGROW Programme is designed to improve agricultural productivity, strengthen value chains, increase private sector participation, enhance food security and support early childhood development.

The Forum endorsed continued collaboration between the Federal Government, the World Bank and other development partners to ensure successful implementation of the initiatives.

Governors also approved state-specific interventions and stressed the need for stronger coordination across health, nutrition, education, water and sanitation, social protection and family support services.
